1. COMMUNITY BASED SCEMES (ASHA)
1.1. Home Delivering contraceptives (HDC)
a) ASHAs are now delivering contraceptives at doorstep of beneficiaries.
b) Elligible couples are able to access contraceptive services in the privacy of their homes
c) Asha may charge a nominal amount of
i) Rs.1 for a pack of 3 condoms,
ii ) Rs. 1 for a cycle of OCP and
iii) Rs.2 for an ECP.
d) Coverage : Across all district od India
e) ASHA to replenish stock every month from CHC, Block PHC
1.2. ESB (Ensuring Spacing in Birth)
a) About scheme :
Ashasto counsel newly married couples to ensuring spacing of 2 years after marriage and couples with 1 child to have spacing of 3 years after birth of 1st child.
i) In Urban Areas- Link worker to be involved.
ii) In states where ASHAs are not in place in rural areas AWW services to be utilized.
b) Incentives to ASHA :
i) 500 – For ensuring spacing of 2 years after marriage.
ii) 500 – For ensuring spacing of 3 years after the birth of 1st child.
iii) 100 – In case a couple opts for a permanent method upto 2 children only.
* Scheme operational 16th May 2012 onwards.
1.3. PTK scheme
a) Pregnancy testing kit scheme came into the ambit of FP division in 2013.
b) Aim of the scheme is to make available the Pregnancy Testing Kits (PTKs) with ASHAa at the sub-centre level for early detection of pregnancy and availing of other RCH services.
c) The PTKs are now a part of ASHA drug kit and are distributed free of cost to the clients in field by ASHAs.
2. Mission Parivar Vikas (MPV)
The Government of India launched Mission Parivar Vikas in 2016 for substantially increasing access to contraceptives and FP services in 146 high fertility districts with a Total Fertility Rate (TFR) of 3 and above in seven high focus states (UP, Bihar, Chhattisgarh, Rajasthan, Madhya Pradesh, Jharkhand and Assam). The scheme is being extended to the 6 NE State in Nov, 2021 including Manipur since the states are still grappling with issues like Low Modern Contraceptives use, high unmet need for Modern contraceptives, high percentage of teenage fertility, poor maternal and child health indicators. In Manipur, it was launch on 6th January, 2022. The Objective of the mission is to accelerate access to high quality FP choices based on information, reliable services & supplies within rights based frame work.
The Promotional schemes under Mission Parivar Vikas are as follows:
2.1. ‘NAYI PAHEL’ – FP KIT for ‘NEWLY WEDs’
Objectives:
i) Delay birth of first child after marriage
ii) Maintain spacing between children
iii) Strengthening interface between ASHA and the newly weds for family planning and other MCH services
iv) Increase in marriage registration
Financial Package:
ASHA Incentive: ASHA will be incentivized @ Rs. 100/ASHA/ Nayi Pahel kit distributed.
2.2 Saas Bahu and Pati Sammelan
Objectives:
i) To ensure a positive behavioural change and community mobilization approach bt generating awareness and bringing in the change.
ii) To facilitate improved communication between mother-in-law, daughter-in-law and husband

- Subcenter ANM will utilize this fund to organize the sammellan along with ASHA.
- The expenditure details will be maintained by ANM in subcenter, which should further be verified regularly by PHC/Block account officer in the same manner as the other NHM funds.
- The expenditure details should be regularly audited.
2.3. SAARTHI – Awareness on Wheels
Smartly designed bus/van equipped with interactive communication devices, IEC material and FP commodities to be operationalized in the districts during Mission parivar vikas campaign (April, July, November and January (11th to 25th of thedesignated months)) to sensitized and disseminate FP messages in the far-flung areas.
State may consider deputing smaller vehicles in hard-to-reach areas where commutation is a challenge.
The ‘SAARTHI’ vehicle should be equipped with interactive communication devices, IEC material and FP commodities.
2.4. Condom Boxes at strategic locations in Health Facilities
i) Identification and mapping of appropriate locatios for placing condoms boxes.
ii) Number of condom boxes may vary from facility to facility based on the strategic locations in the facility, demand and eligible couple catered by the facility.
iii) Each condom box in the facility to be mandatorily tagged and should be given a unique number (For eg: Condom Box-1; Condom Box-2 etc.)
iv) Replenishment System: Each condombox to be replenished at least monthly or as soon as warranted based on the consumption.
v) Each facility to maintain a separate register for condom box replenished and consumption.
2.5. Mission Parivar Vikas Campaigns
i) 4 MPV Campaigns in April, July, November and January (11th to 25th of the designated months).
ii) 7 days- preparatory work and client mobilization activities; 7 days- service delivery.
