Brief Overview of PC&PNDT

Pre-Conception & Pre-Natal Diagnostic Technique (Prohibition of Sex Selection)
Introduction:
- Gender bias and deep-rooted prejudice & discrimination against girl child and preference of male child have led to large scale female foeticide in the country.
- In order to check female foeticide, the Pre-Natal Diagnostic Technique (PNDT) Act was enacted on 20th September, 1994.
- The PNDT Act was amended in 2003, and came to be known as Pre-Conception & Pre-Natal Diagnostic Technique (Prohibition of Sex Selection) Act with the aim to prohibit use of sex-selection techniques before or after conception as well as misuse of pre-natal diagnostic technique for sex selective abortions and to regulate such techniques.
The Act is now implemented in the state of Manipur with the formation of the following implementing, advisory and supervisory bodies:
- State Supervisory Board (SSB)
- State Advisory Committee (SAC).
- State Appropriate Authority (SAA).
- State Nodal Officer.
- State Inspection and Monitoring Committee (SIMC)
- State PNDT Cell.
- District Advisory Committee (DAC) at district level.
- District Appropriate Authority (DAA) at district level.
- District Nodal Officer (DNO) at district level.
Schemes under PC & PNDT programme:
- PC & PNDT Act
- Gender Based Violence and Medico-Legal Care for Survivors/Victims of Sexual Violence.
PCPNDT Act:
It is an act to provide for the prohibition of sex-selection, before & after conception, and for regulation of pre-natal diagnostic techniques for the purpose of detecting genetic abnormalities and for the prevention of their misuse for sex determination leading to female foeticide.
The Act provides for
1.Prohibition of misuse of pre-natal diagnostic technique for determination of sex of fetus leading to female foeticide
2.Prohibition of advertisement of pre-natal diagnostic technique for detection of sex of fetus
3.Permission & regulation of use of Pre-natal diagnostic techniques for the purpose of detection of specific genetic abnormalities/disorders
4.Permitting the use of such techniques only under certain conditions by registered institutions
5.Punishment for violation of the provisions of the Act
Gender Based Violence and Medico-Legal Care for Survivors/Victims of Sexual Violence:
It is a newly incorporated scheme under programme. Its main aim is to provide medical treatment& psychosocial support to the survivors/victims of sexual violence and assist in their medico-legal proceedings and ensure a good quality documentation to deliver justice to the victims.

With the aim to improve sex ratio and attain gender equality, the activities taken up under the Programme are as follows:
1.Awareness workshop/programme on gender discrimination &gender-based violence, declining sex ratio issue and on PCPNDT Act/Rules
2.Observance of National & International Girl Child Day to give awareness on inequalities faced by girls & promote their rights.
- Mandatory registration of ultrasound clinics both Govt. and private under the Act.
- Regular inspection and Monitoring of Hospitals/Clinics, CHCs, PHCs, etc. to check for any violations of the provisions of the PCPNDT Act.
- Sensitization workshop of Medical Officers conducting USG in health facilities, Public Prosecutors and Advocates on PCPNDT Act/Rules
- Capacity Building of District Appropriate Authorities & District Nodal Officers
7.Legal proceedings against defaulting ultrasound clinic/Hospital.
The Sex Ratio at birth (SRB) in the State of Manipur per 1000 male live birth is 950 for the year 2022-23 as per report from HMIS data and 960 as per Civil Registration System (CRS).

- District Level Awareness Workshop on Gender Discrimination and PC & PNDT Acts/Rules conducted in11 districts out of 16 districts.
- Media Sensitization Workshop organized 17th October, 2022.
- National Girl Child Day observed on 24th January, 2023 at TG Higher Secondary School, Imphal.
- PC & PNDT Stall open in the Sangai Festival 2022 from 21st – 30th November, 2022 and awareness given to the visitors in the form of pamphlets and posters.
5. OTHER ACTIVITIES:
5.1 Implementation of 6 months Training Rules, 2014
- Competency based test of Registered Medical Practitioners performing USG in public health facilities conducted at JNIMS, Porompat on 27th June, 2022 for the first time since inception.
- 2 (two) institutes accredited for 6-months Ultrasound Training – RIMS, Lamphelpat and JNIMS, Porompat in Manipur.
