The Government of India launched the world’s largest COVID-19 vaccination program in January 2021 to accelerate vaccination uptake among vulnerable and hard-to-reach populations in the country. The MOMENTUM Routine Immunization Transformation and Equity project supports the country’s nationwide roll-out of the COVID-19 vaccination, especially among vulnerable & marginalized populations. The project, supported by USAID and implemented John Snow India Pvt Ltd. contributes to ongoing global efforts to mitigate the impact of COVID-19 on immunization services and support the central and state government to prepare for, introduce, and roll-out of COVID-19 vaccines.

The MOMENTUM ROUTINE IMMUNIZATION TRANSFORMATION EQUITY project supports in identification of challenges and facilitates evidence -based solutions to address them to rapidly ramp up COVID-19 vaccination and also Routine Immunization in the state, aligned with the prevalent Government of India policy.

Key Objectives:

1. Generating demand for COVID-19 vaccination by designing targeted interventions.
2. Supporting the national and state governments in reaching the most vulnerable and marginalized communities for improved COVID-19 vaccination coverage.
3. Strengthening supply chain management of COVID-19 vaccine from the point of manufacture to last-mile delivery.

The technical assistance areas for the state of Manipur are multifaceted and respond to the needs expressed by the respective state governments. Some of these areas include supply chain, digital health, technology support, last-mile delivery, micro-planning, demand generation, data analysis and other areas.

The   project aims to strengthen the demand and increase the uptake of COVID-19 vaccination and Routine Immunization, among the marginalized, vulnerable and tribal populations. The project has also engaged NGOs for this project in the state of Manipur, Church’s Auxiliary for Social Action (CASA) and Transport Corporation of India Foundation (TCI-F) where the coverage of COVID 19 Vaccination and RI was low in the state for all age categories. Recently, the project has also engaged another new NGO partner, Indian Society of Agribusiness Professionals (ISAP) to help strengthen the Routine Immunization coverage in Imphal West district, particularly in Imphal West Urban block and Haorang Sabal Block. Under the guidance of State Government of Manipur, the project mobilizes and facilitates vaccination of the eligible population and helps increase the state coverage of COVID 19 Vaccination and RI.

Technical assistance provided to the State

Some of the best practices that were implemented which was supported by M-Rite project to the state:

1. HAR GHAR DASTAK CAMPAIGN: Coordination with district, daily data collection, data analysis and further submission to MOHFW to support date-based planning
2. DATA ANALYSIS: Data Analysis for State Level Review meeting on progress and challenges of COVID-19 Vaccination.
3. CAPACITY BUILDING: District officials for Har Ghar Dastak Reporting; Vaccination of new cohort (12-14 & 15-18 years), template of AC wise microplanning.
4. MARGINALIZED COMMUNITIES: In Kasom block, Kamjong, and Moreh block, Tengnoupal district bordering Myanmar, beneficiaries were mobilized and COVID 19 Vaccination were conducted by John Snow India State and CASA team in collaboration with the District Health Team. TCI-F conducted COVID 19 Vaccination for the inmates of the Sajiwa Jail in Imphal East District, in collaboration with District Health team.
5. ASSEMBLY CONSTITUENCY (AC) WISE MICROPLANNING: Preparation of templates for AC wise micro-planning for COVID 19 vaccination and CVC Session Planning and comparison.
6. 2^ND DOSE DUE BENEFICIARIES TRACKING: Coordination of 2^nd Dose Due Follow up for COVID-19 Vaccination with the districts from the state level.
7. Developed communication strategy and IEC content & materials (both digital and print) for 18+ years and new cohort (15-18 years; 60+ years, 12-18 years). Created and designed IEC materials and videos for targeted population - Pregnant Women and lactating women, religious denominations, Persons Living with HIV, LGBTQ communities, etc.
8. 100 Crore Vaccination Doses Celebration: Project supported selfie stands for State level and all districts of Manipur as mandated by Ministry of Health and Family Welfare (MOHFW), at the Chief Minister’s and MOHFW launch event on 100 crore vaccination doses celebration.
9. Preparation and Dissemination of IEC videos of Influencer Engagement- like church leaders, doctors, medical experts, and gynecologists.
10. WOMEN COVID-19 VACCINATION CHAMPION: Felicitation of Women COVID-19 vaccinations Champions on International Women’s Day Celebration at the state and district level, in collaboration with National Health Mission Manipur & Directorate of Family Welfare Services
11. House hold Vaccination Marking stickers: The project sponsored 1,50,000 Household vaccination marking stickers were used widely across districts even reaching the High-Risk Areas of hill districts
12. Created social media video bytes to address myths and generate demand: Shared across National Health Mission channels and social media platforms for dissemination
13. Regularly participate in State Task Force and District Task Force Meeting for COVID-19 Vaccination and Routine Immunization to provide feedbacks to increase Immunization Coverage.
14. State Team and CASA: Sensitization meeting and sensitizing Church Leaders and Community Based Organizations for their role in Community Mobilization. All churches under Manipur Baptist Convention have been in touch.

Learnings from COVID Vaccination to boost up Routine Immunization: 

Apart from supporting the state on ramping up COVID-19 Vaccination in the state, the project has supported in strengthening the Routine Immunization by leveraging the effective interventions learned from COVID-19 Vaccinations such as engaging the community leaders, influencers, faith-based organizations, collaborating with local civil societies, advocacy and establishment of session sites in far flung areas such as international border villages, effective mobilization of the beneficiaries in the session sites .

Also, with the added focus of the Ministry of Health and Family Welfare n Urban Routine Immunization, the project has been supporting the state in strengthening the Routine Immunization in Urban Areas especially in City Embrace Model, Imphal West district. The technical assistance includes but not limited to mobilization of zero dozers, left out, missed out and resistant children; microplanning; Head Count Survey, Capacity building of the Front-Line Workers; data entry at the session sites including UWIN portal; convergence day between Health and Social Welfare Department for RI services as well as Intensified Mission Indradhanush 5.0, financing and budgeting for Urban Routine Immunization in Program Implementation Plan (PIP) etc. The project’s recent NGO partner, Indian Society of Agribusiness Professionals (ISAP) is working from January 2024 onwards to help strengthen the Routine Immunization coverage in Imphal West district, particularly in Imphal West Urban block and Haorang Sabal Block.
